The Indian Pharmaceutical Alliance IPA has asked the Department of Chemicals and Petrochemicals to provide for enforcing local manufacture under 'compulsory licensing' with regard to patented drugs, as in Brazil, South Africa and Kenya. It has asked the government to take up this matter under TRIPS. It has been the view of many that local manufacture must be insisted upon for a country such as India, at least for essential drugs. This alone will ensure also transfer of technology , without which IPR protection has little meaning. |
